A law in 1831 England was that London hackney carriages were only allowed to feed horses corn or hay (feeding them anything else incurred a fine), so drivers kept a bale of hay in the boot. The same law applied to Australia, and was never amended, but modern cabs definitely aren't required to carry a bale of hay.
